Summary
The board approved a $3 million purchase-and-sale agreement with Coastal Land Trust to conserve the Bryant property at 3990 Independence Boulevard, preserve public access in perpetuity and provide permanent naming recognition for Flossie Bryant; the land trust will complete due diligence and close by Dec. 15, 2027, if funding is secured.
The New Hanover County Board of Commissioners on April 20 approved a purchase-and-sale agreement to conserve the Bryant property at 3990 Independence Boulevard and transfer it to the Coastal Land Trust for permanent conservation and public access.
County staff said the agreement sets a $3,000,000 purchase price and establishes a closing deadline no later than Dec. 15, 2027, contingent on the land trust completing its fundraising and due diligence. The property will be conserved with public access in perpetuity and will include permanent naming recognition for Flossie Bryant.
"What the Coastal Land Trust is doing is incredibly important work," said the Vice Chair during discussion, thanking the land trust for partnering with the county. Harrison Marks, identified in the presentation as representing Coastal Land Trust, said the organization was grateful for the opportunity to conserve green space in a highly developed area and to provide public access.
Commissioners asked whether the conservation would run with the land; staff confirmed the conservation restriction is intended to be permanent. Discussion clarified that the county had taken steps earlier to accept a partial conveyance from heirs and contribute funds to finalize the transaction. The board moved and approved the action and directed staff to provide the statutorily required public notice and proceed with the land-trust due diligence and closing process.
