Goochland staff report: facilities, convenience centers, parks metrics and employee awards

Directors from General Services and Parks & Recreation briefed the Goochland County Board of Supervisors on Nov. 6 about operations, performance metrics and upcoming events, and the board recognized quarterly employee award winners.
Scott Foster, director of General Services, said county facilities management covers more than 263,000 square feet and that the department responds to roughly 219 work tickets per month; the county operates two convenience centers—Central and Western—that together process hundreds of tons of municipal solid waste monthly. Foster said the county partnered with the Central Virginia Waste Management Association in 2024 to reach a 58.6% recycling rate, and that curbside recycling enrolls about 2,277 homes.
Foster also reviewed ongoing and planned work (security camera upgrades, courthouse directional signage, vehicle maintenance procedures) and asked for the board’s input regarding facility needs and future capital planning.
Tom Coch, director of Parks and Recreation, reported program statistics and recent improvements funded in part by a Virginia Department of Forestry grant: July–September visitor counters showed about 50,426 facility visits; the parks department operated a 22‑week farmers market that drew roughly 6,000 visitors and 30 vendors; and staff installed picnic tables, trash cans and pet‑waste stations at parks. Coch listed upcoming events including a comic‑con Nov. 8, a 2‑mile Turkey Trot Nov. 15, a holiday market Nov. 22 benefiting the Goochland Christmas Mother program, and a tree lighting planned for Dec. 5.
The board asked questions about eastern county access to convenience centers, naming rights for fields and sponsorship opportunities, CTE partnerships for small‑engine repair and fabrication projects, scholarship support for youth programs (via Social Services and an internal county program) and vandalism at parks (staff said incidents are minimal). The board later approved nominations for planning and advisory bodies and recessed for dinner.
The board also moved and approved routine items (minutes and a consent agenda item: FY2027 budget calendar).
