Marlboro County seeks up to $1M state grant for Lindsay Park, approves landscaping contract and $99,975 restroom expansion

Marlboro County officials on Aug. 12 authorized a grant application, awarded a landscaping contract and approved a major change order tied to improvements at Lindsay Park.

Finance Director Wes Park told the council staff would submit a Land and Water Conservation Fund application to South Carolina Parks, Recreation and Tourism for architectural and engineering fees, site work, irrigation, sod, drainage, lighting and related outdoor-recreation site improvements. The application seeks up to $1,000,000 with a required 50% local match; council recorded that the match would come from general obligation bond (GOB) funds. The application deadline noted in the minutes is December 2025, with awards anticipated by October 2026.

The council also approved award of the Marlboro and Market Street landscaping RFP to Edge Landscapes & Construction LLC (Loris, S.C.) for $49,955.28, based on the staff evaluation. Separately, the council approved a change order for Lindsay Park construction in the amount of $99,975 to add two toilets to the women's restroom and an additional toilet and urinal to the men's restroom. Motions on both the RFP award and the change order passed unanimously.

Meeting discussion did not include contractor start dates or a complete construction schedule; staff will manage bid documents, grant application follow-up and construction oversight. Council members noted community events and facility needs during the administrative report, including an upcoming Military Appreciation Day on Aug. 23 and continuing repairs to the DSS building.
