District plans Matanzas and Belterra portable carpet replacements; staff outline capital priorities

The school district’s operational services team detailed a capital project priority list at the Dec. 17 workshop, outlining how capital outlay and debt‑service (CO/DS) funds could be used for building repairs, furnishings and equipment.

Mr. Bush told the board the list includes carpet replacement in Matanzas High School buildings and replacement of carpet in 30 portables at Belterra Elementary, with a projected start date around March 1, 2025. "This project priority list is, consists of Matanzas High School, Buildings 125, And 6, redoing the carpet in the the those buildings, and then the 30 portables at Belterra Elementary School that we're gonna be replacing the carpet there as well, and we are planning to start that around 03/01/2025," he said.

Board members asked why carpeting was chosen over LVP or VCT tile and whether the district had compared lifecycle maintenance costs. Bush explained that carpet can act as a sound buffer in single‑space portables, that the district is using replaceable two‑by‑two carpet tiles for easier targeted replacements, and that some surfaces require more custodial work (stripping/waxing) than others.

Bush described estimated allocations and fund availability: staff said the district had roughly a little over $500,000 in CO/DS funds, with about $350,000 earmarked toward Matanzas projects and $150,000 toward Belterra portables. He added that capital projects are prioritized through the educational plant survey and must be processed through DOE approval steps before board action.

The board raised no formal objections; staff said they will continue planning and bring projects back as procurement and scheduling are finalized.
