Mayor Phil Chick raised a proposal Nov. 12 to use about $12,000 in the emergency preparedness budget to purchase a shipping container (Connex box) to store emergency supplies at a city site, suggested City Park. Staff noted the city’s development code currently prohibits storage containers inside city limits, and City Manager Lori Longfellow said she provided example exception language from the City of Manzanita to the City Planner for review.
Councilors discussed aesthetics, equity (whether exceptions should apply only to city use or to residents and businesses as well), and security concerns. The council reached consensus on next steps: staff will research container suppliers and pricing, draft a code amendment to permit city use for emergency purposes (and consider broader ordinance changes), and identify candidate locations, with final site selection to be considered during the January goal‑setting work session.
Longfellow cautioned that updating the code may require notification to the Department of Land Conservation and Development. Staff will return with proposed ordinance language, location options and cost estimates.
