The Nehalem Planning Commission voted 3-0 on May 15 to approve SB406 middle housing code amendments and will send the package to the City Council for final consideration and adoption.
Contract City Planner John Morgan reviewed the Findings report prepared for the commission, noting the report summarizes how the proposed amendments would change Nehalem’s development code to comply with SB406. Chair Janet Lease said Cascadia Partners worked on the amendments for several months and the staff report outlines the expected code impacts.
No members of the public spoke during the hearing. Commissioner Mary Jo Anderson highlighted a provision in the amendments that excludes marsh and tideland areas from the land-area calculation used to determine density for low-density residential developments, saying she considered that provision “important and beneficial for the city.”
Commissioner Justin Bailie moved to approve the amendments; Commissioner Alan Holoubek seconded. The motion passed unanimously (Yes: Anderson, Bailie, Holoubek). Chair Lease said the approved amendments will be presented to the City Council for final approval and adoption.
The Planning Commission’s approval is a recommendation to the City Council; final enactment requires council action. The staff record accompanying the commission packet notes the technical findings and the proposed code language to implement SB406.
