Public Works Director Brian Moore told the council Nov. 12 that the proposed Public Works building site has been staked and flood elevations identified but that the city does not yet have drawings required to put the project out to bid. Moore said moving the project forward will require design work, and he recommended soil/geotechnical testing before proceeding with foundation design.
Moore and City Engineer Kyle Ayers discussed options to accelerate procurement: hire a design firm to produce bid‑ready drawings, pursue a design‑build contract (which would allow a single entity to prepare drawings and construct the building), or consider a pre‑engineered structure. Councilor Dave Cram suggested issuing an RFP for design‑build to streamline the process while complying with Oregon contracting rules.
Councilors expressed support for geotechnical testing to inform foundation and site needs. Moore said he and staff will identify next steps, including whether to procure a geotechnical firm and draft an RFP for design or design‑build services.
The council did not take a formal vote on the procurement approach at the Nov. 12 meeting; staff will return with recommended procurement language and cost estimates.
