Montgomery County Commission approves ARPA allocations for community centers and nonprofits

The Montgomery County Commission on Nov. 4 unanimously adopted a set of resolutions to allocate American Rescue Plan Act (ARPA) funds for community projects, nonprofit beneficiaries and interagency support across three commission districts.
The Commission approved a resolution allocating up to $2,105,000 to the Montgomery County Parks and Recreation Department for land, design, construction and staffing of a proposed community center in Commission District 1. The resolution, introduced with background that the Commission had designated $5 million in ARPA funds for distribution, directs that funds be transferred only after an ARPA compliance review and the negotiation of an interagency agreement. The motion to adopt was moved by Vice Chairman Moore-Zeigler and seconded by Commissioner Isaiah Sankey; it carried unanimously.
Commissioner Carmen Moore Zeigler moved, and Commissioner Sankey seconded, a resolution to reallocate up to $700,000 of her ARPA share to support local nonprofit organizations that demonstrated negative economic impact from the pandemic. The resolution specifies up to $100,000 to Meals on Wheels Montgomery Metro Area, $100,000 to the Montgomery County Sheriff’s Office Foundation, and up to $50,000 distributed in $10,000 increments to up to five local nonprofit organizations contingent on ARPA compliance and beneficiary agreements. The resolution requires beneficiary agreements and completion of compliance review before transfer of funds.
Commissioner Ronda Walker’s resolution to allocate her $1,000,000 ARPA share among government entities was also adopted. That allocation directs up to $400,000 to the Montgomery County Sheriff’s Office, up to $350,000 of ARPA revenue loss funding to the Montgomery County Community Cooperative District, and up to $250,000 to the Montgomery County District Attorney’s Office. As with the other ARPA measures, transfers are conditioned on completion of the ARPA compliance review process and the execution of interagency or interlocal agreements detailing budgets and implementation.
Separately, the Commission adopted a resolution setting the organizational meeting for Wednesday, Nov. 13, 2024, at 10:00 a.m. at the Montgomery Performing Arts Center, citing Alabama Code § 11-3-1 regarding commencement of commissioners’ terms.
All motions on these items carried unanimously. The approvals were procedural and contingent on compliance steps required under ARPA rules; no final transfers will occur until compliance reviews and written agreements are complete.
