Nehalem council appoints budget committee member, approves manager pay increase and routine bills

Nehalem ' The Nehalem City Council handled personnel and routine business April 14, appointing a budget committee member, approving an updated City Manager compensation package and approving the city's financials and bills.
The council appointed Alyssa Woods to the Budget Committee after public endorsement from Jessie Clark; Councilor Dave Cram moved the appointment, Council President Hilary Howell seconded, and the motion passed 4-0.
Mayor Phil Chick summarized a performance evaluation of City Manager Lori Longfellow and proposed a combined pay adjustment of a 5% cost-of-living increase (2.8% prior year + 2.2% current) and a 2.1% performance increase. Councilor Doug Larzelier moved to approve the compensation update, Howell seconded, and the motion passed 4-0; the increase goes into effect July 1, 2025.
The council reviewed and approved financial reports and payment of bills by unanimous vote. City Manager Longfellow also reported on a small cities park grant opportunity requiring a 20% local match, and Mayor Chick recommended pursuing improvements at Hugo Street park rather than H Street.
On franchise fees, Longfellow said Tillamook PUD's current agreement sets a 5% fee with 2.5% retained by TPUD for administration; the TPUD representative confirmed TPUD would retain no more than 2.5% if the city raises the fee. The council reached consensus to request a 7.5% franchise fee from TPUD.
Public comment during the meeting included concerns about a timber-management contract and requests for watershed tours and greater outreach to residents outside city limits.
What comes next: appointed members will be notified and the compensation change takes effect July 1; staff will prepare materials for the franchise-fee request and follow up on grant application timing.
