Nehalem council agrees to split $5,000 county homelessness reimbursement between local nonprofits and school program

City Manager Lori Longfellow told the council Sept. 9 that Tillamook County will reimburse each city $5,000 for participating in the county Houselessness Action Network. Mayor Phil Chick proposed splitting Nehalem's $5,000 reimbursement with $4,000 to Nehalem Bay Community Services, which operates locally and is now a registered 501(c) nonprofit, and $1,000 to the Nehalem Elementary School backpack program. The council reached consensus to disburse the funds that way; no formal roll-call vote was recorded.
Longfellow summarized other staff items from the August reports: Cleanup Day is scheduled for Sept. 13 at the same cost as last year, and the Oregon Parks and Recreation Department notified the city it intends to raise many camping day-use rates and remove some day-use fee waivers. Public Works Director Brian Moore summarized his written report for August.
Longfellow also announced Incident Command System training on Nov. 3, 2025, to be led by Todd Simmons of Tillamook PUD; she said she will provide details and encouraged councilors to attend. After reviewing bills and financial reports, Councilor Doug Larzelier moved to approve the financials and payment of bills; Councilor Dave Cram seconded the motion and the council approved it 4-0 (Howell, Cram, Larzelier, Quintana).
Next steps: staff will coordinate distribution of the county reimbursement as discussed and will circulate details for the ICS training and Cleanup Day.
