Commission approves reclassification of IT premise-security roles to formalize duties

Deputy County Administrator Chad Weinbrenner told the Berkeley County Commission the county is formalizing three IT positions that already perform premises security, vehicle upfitting and low-voltage cabling work. He said the changes do not add headcount or increase payroll costs; they reclassify existing functions and will remain within current salary grades.
Weinbrenner said the county has long performed these tasks out of the IT department, but the work has grown to the point that separate, dedicated job descriptions will better match day-to-day responsibilities. The requested titles were premise security lead, premise security specialist 2 and premise security specialist 1; Weinbrenner said the difference between the specialist 2 and 1 is experience level.
Commissioners asked for clarification on budget impact; Weinbrenner and county administration said one position is currently vacant and will be filled following approval, and that no additional payroll burden is required under the reclassification.
The commission moved, seconded and approved the recommendation by voice vote. Administration said it will begin the hiring process for the vacant role and will ensure job postings align with the reclassified descriptions.
