Committee considers moving "Welcome to Seaside" sign, seeks ODOT and land-rights clearance

City staff presented a proposal to relocate the northbound "Welcome to Seaside" sign to the location of an existing fire-danger sign to create shorter, more accessible pedestrian access and parking and to remove the visual clutter of power poles behind the sign.
The Director explained technical constraints: "When we get approval to move the sign, we need to have ODOT at least let us move the anchors as well," and said staff would pursue discussions with ODOT about anchor relocation and right-of-way boundaries. Committee members raised sight-line trade-offs: a sign placed farther back can be more visible from a distance but is partially obstructed when closer; staff proposed angling or reorienting the sign to optimize backdrop and visibility.
Members also raised concerns about nearby tribal lands and future tribal signage; staff said moving the sign could avoid encroaching on tribal land plans. The discussion covered alternatives including building a new sign versus moving the existing structure; staff said building new could be more expensive but moving might be feasible if ODOT anchors and utilities allow it.
Staff additionally described a complementary northbound sign vision for the next fiscal year: a northbound sign within the family of the other town signs with a digital reader board component; staff indicated an RFP could be prepared once land-rights and funding are confirmed.
No formal decision was made; staff will secure confirmations from ODOT and property/right-of-way owners, begin preliminary designs, and return to committee with cost estimates and renderings.
