Committee adopts substitute and advances waters-program cleanup bill (HB 651)
Summary
The Appropriations and Revenue Committee adopted a committee substitute and passed House Bill 651, a cleanup to the waters program created in 2024. Sponsor Rep. Chair McDaniel introduced House Bill 651 and noted the committee had prepared a substitute. The committee moved to adopt the committee substitute and, after a voice vote, adopted it.
Representative Josh Bray (House District 71) identified himself and described HB 651 as a ‘‘cleanup’’ bill intended to ensure the waters program targets the state’s most distressed water districts and incentivizes best management practices. He said the program was set up in 2024 to provide financial incentives for system improvements and better practices in the most troubled districts.
A motion to pass the measure was called and the secretary conducted a roll call. Committee members recorded affirmative votes and Chair McDaniel announced the measure passed with favorable expression. Members then moved and seconded a motion to place the measure on consent; the ayes carried.
Representative Bray thanked the committee. The bill will proceed on the legislature’s consent calendar for further action.
