Nehalem council schedules cleanup day, backs flood-risk support, hears emergency preparedness and staff reports

At the July 14 meeting the City of Nehalem Council gave staff consensus to confirm a date (Sept. 6, 13 or 20) for the annual city cleanup day and to provide a letter of support to Nehalem Basin Partnership for work to reduce flood risk in the Nehalem River.
Lee Hiltenbrand, board director for emergency response at EVCNB, reviewed an emergency-preparedness slide show, noted that Conex boxes are not allowed in the nearby city of Manzanita except for emergency supplies, and offered to help Nehalem with its emergency-supply storage. City Manager Lori Longfellow said staff discussed potentially storing emergency supplies in a Conex box at the city park.
Longfellow also summarized staff reports: she received a scholarship to attend the League of Oregon Cities conference in October, and Tillamook County offered to apply for a DLCD grant to produce housing-production strategies and analyses required by SB406 on behalf of county cities; the council had consensus to proceed with the county-led application.
Public Works Director Brian Moore reported that trial runs on the Anderson Creek raw water transmission main showed the line is functioning and provides backup; he said damaged trees were removed on 8th Street and asked for approval to install a 300-foot chain-link fence (council gave consensus). Moore also reviewed concept plans for a new public-works building and noted staff prefer retaining the Quonset hut given setback constraints.
Council also approved payment of bills and the financials by a 3-0 vote (Howell, Larzelier, Quintana). Mayor Phil Chick closed the meeting with council comments thanking staff for parade and maintenance work.
