Nehalem council begins planning for new Public Works building; building reserve fund continued

Nehalem City officials told the council on June 9 that planning has begun for a new Public Works building but the project remains at an early stage.
City Manager Lori Longfellow said staff are "busy working on next year’s budget" and that the public works project is "in the beginning stages and there are no plans yet; the staff need to have more conversations with the City Engineer Kyle Ayers and with the City Planner John Morgan." Longfellow said staff will update the council as planning advances.
Public Works Director Brian Moore and Maintenance Specialist Chuck Mumm presented conceptual drawings and flagged that the proposed location is in a flood zone, which could affect permitting. Moore noted that demolition of the existing Public Works building might mitigate flood-zone requirements for the new structure.
Councilor Dave Cram recommended hiring an architect to prepare an RFP and provide project management and to determine whether the proposed building can be constructed at the chosen site. Mayor Phil Chick emphasized the need to keep the project in focus and said the city has funds set aside.
Separately, the council adopted Resolution 2025-04 to continue the Building Reserve Fund; City Manager Longfellow said the reserve will be used for the Public Works building project. Council adopted that resolution 4-0.
Next steps include staff discussions with the city engineer and planner, drafting an RFP for architectural services, and returning to the council with project options and refined cost estimates.
