Nehalem approves budget adjustment after $327,934 windfall from salvage timber sales

The Nehalem City Council on Dec. 9 adopted Resolution 2025‑13 to formally recognize and adjust budget appropriations after the city received substantially more salvage timber revenue than originally estimated.
City Manager Lori Longfellow told the Council the budget originally included an estimate of about $25,000 from salvage timber operations but actual receipts exceeded that by roughly $327,934. Because the extra funds were not included on the expense side of the budget, the resolution was needed to allow transfers within the same fund and to make payment to the salvage company. Longfellow said she consulted the auditors and that a supplemental budget was not required because funds are being reallocated within the same fund.
Longfellow explained that, after paying the salvage company, the city expects to retain more than $100,000; she said the exact net figure will appear in next month’s financial report. Resident Lucy Brook asked whether the full amount was being spent and whether the city gained anything from the sale; Longfellow reiterated the need to process the budget adjustment before payments could be issued and that the city will retain net proceeds after paying expenses.
Council President Hilary Howell moved to adopt the resolution; Councilor Dave Cram seconded. The motion passed 4–0 (Howell, Cram, Larzelier, Quintana).
