The Greenville City Council adopted a package of financial items that included community assistance grants, supplemental appropriations for capital projects and an internal transfer in the public transportation fund.
Council approved community funding awards totaling $97,300 for 2025, including $34,000 for Main Street Greenville, $19,000 for the Darke County Visitors Bureau, $15,000 for a fireworks reserve and smaller grants to local organizations. The council suspended rules and adopted the resolution by roll call.
Separately, council adopted a supplemental appropriation ordinance to allocate funds from prior-year CIP carryover (a beginning balance staff cited as $1,014,749.94). The ordinance included $452,000 for general government CIP, $450,000 for roadway enhancements, $538.26 for police equipment CIP and other specified allocations. Staff emphasized these appropriations use carryover and that the city will review year-end carryover in October to inform any additional funding decisions.
Auditor Davis explained a transfer ordinance moving $68,000 from transit drivers/operators to transit dispatch/operations to comply with ODOT's payroll classification and reporting; the change takes effect July 1 for payroll processing.
Council adopted these financial measures by roll call; members asked for clearer budget displays to reconcile fund-level carryovers with the general budget bottom line.
