The Greenville City Council accepted a bid from Landmark Structures ILP for the Industrial Park water-tower project. Safety Service Director Dell and Loan Director Grama told council the bid ($7,677,000 including contingency) was roughly $1 million under the engineer's estimate and includes demolition of two existing towers and construction of the new water tower.
Staff said the project timeline is about 18 months and that the city will not execute the loan documents until EPA loan approval is finalized (staff expects EPA approvals at the third Thursday in July). Contractors are lined up and the company—identified by staff as based in Fort Worth, Texas—will bring a crew to complete the work. The city discussed contingencies and noted the final contract amount may be lower when contingencies are resolved.
Council asked about the financing cap and timing; staff said the city is approved for an EPA loan up to roughly $18,700,000 for related water and waste-treatment projects and that the loan trigger and final financed amount will be finalized after project completion and documentation. The resolution accepting the bid passed on roll call.
