Council approves three transit contracts at $22.65 per rider; staff to provide usage reports

The Greenville City Council adopted three resolutions authorizing the mayor to enter into transit-service contracts with Family Health Services of Darke County, Wayne Healthcare Foundation and the county Job & Family Services. Each contract sets compensation at $22.65 per person for each one-way trip when the trip is outside the city rate structure.

Council members and staff discussed how to quantify contract volume so the council can understand fiscal exposure and service scale. Auditor Davis and staff said many of these are countywide contracts and that city residents inside municipal transit rules often ride at a lower internal rate; contract payments at $22.65 generally apply when the service is provided under county contract or for out-of-city trips.

Council asked that transit usage be tracked and reported quarterly so members can see the number of contracted trips and how each contract contributes to overall transit costs. Motions to suspend rules and adopt the resolutions passed; one or two abstentions were recorded on procedural suspension votes in separate instances but each of the three resolutions was adopted.

The resolutions do not change the municipal transit program’s in-city pricing; rather they authorize contracts to provide service under county or partner arrangements.
