St. Peter authorizes staff to seek MnDOT permit for Highway 99 ditch trail

The St. Peter City Council on Nov. 10 authorized city staff to pursue a limited‑use permit from the Minnesota Department of Transportation to build a grant‑funded non‑motorized trail in the bottom of the north ditch along Trunk Highway 99 West.
Pete told the council the project would run from Trunk Highway 169 to Nicollet Avenue and that "in order to do so, we would need to have a limited use permit from MnDOT, to construct, maintain, and operate that trail." He said the trail alignment was chosen to control costs and that the city intends to install the trail in the lower portion of the ditch.
Councilor Brad asked whether the route was different from an earlier alignment; Pete said the route had not previously been fixed and the lower ditch was determined to be more cost‑effective. Pete also said staff plans to hold a session for neighbors to show plans and provide an opportunity for input.
The resolution authorizing staff to request the MnDOT limited‑use permit appears on page 31 of the packet; the council approved the resolution by roll call. Pete said the city will coordinate permit details with MnDOT and bring the signed agreement back as required.
Next steps: staff will hold the neighbor informational session, prepare and submit the limited‑use permit request to MnDOT, and report back to council; no construction will begin until required permits are approved.
