Planning staff updates: Hockeyland parking plan, Sheetz timeline and inspector staffing

FRASER, Mich. — At its July 17 meeting the Fraser Zoning Board of Appeals heard a monthly report from planning staff covering several ongoing land-use and enforcement matters, including event parking for Hockeyland, the status of the Sheetz property, and staffing for building inspections.
Planner/clerical staff said the city met with Hockeyland organizers and discussed interim solutions for an unpaved parking lot that the operator has permission to use. Staff said the operator agreed to install fencing to restrict event egress through adjacent residential areas and to provide striping and lighting as required by code when the lot is used for parking. “They agreed they’d be working on that,” staff said, and added they expect the parking lot work to proceed this summer.
On the Sheetz site, staff said demolition would not proceed until the site plan is finalized at the upcoming planning commission meeting; the property is subject to a mediated court agreement that includes a timeline for either redevelopment or, ultimately, demolition if the owner fails to meet the terms. Staff said the city will inspect compliance every six months under that agreement.
The board also heard that the city’s building-inspection staff is stretched: one inspector remains on duty and the department is attempting to rehire, which could affect turnaround times for permits and final inspections.
Staff previewed additional planning commission items, including site-plan review for a rezoned parcel on Hayes Road and a special land-use request for an automobile repair facility in the IR district.
The board did not take action on these items at Thursday’s meeting; staff said they would return with reports or plans to the planning commission and appropriate review bodies.
