Broadview honors Commissioner David Upshaw as he retires after 16 years

Mayor Katrina Thompson opened a special Village of Broadview board meeting March 23 by presenting a tribute to Commissioner David Upshaw, who is retiring after more than 16 years as building commissioner, zoning administrator and economic development director.

Thompson said Upshaw “served us very, very well,” noting his insistence on following procedures, collaboration across departments and contributions to local development and housing conversations. “He’s very committed, very loyal, very serious about the business of the village of Broadview,” the mayor said.

Department leaders and trustees offered brief tributes. A colleague identified as Tom called Upshaw “irreplaceable,” and another speaker, identified in the record as Mills, praised Upshaw’s role in turning the building department from a cost center into a revenue center. Trustee Shelby said Upshaw treated people with kindness and gave trustees confidence in permitting and code processes.

Commissioner Upshaw addressed the board, describing public service as “about people” and thanking family members, staff, contractors, business owners and elected officials for their support during his tenure. He said the work included tough budgets, long meetings and emergency responses, but he emphasized pride in building “a foundation of professionalism, accountability, and vision.”

Thompson said Upshaw’s official last day is March 31 and noted he has been participating in the interview process for his replacement. The mayor invited trustees, staff and residents to a post-meeting reception at The View Restaurant to celebrate his retirement.

The board adjourned at 7:31 p.m., and a reception for Upshaw followed the meeting.
