Board awards $2.69 million Graham Road reconstruction contract to HIS Constructors

Franklin City’s Board of Public Works and Safety on April 20 awarded the construction contract for the Graham Road reconstruction project (Paul Ann Boulevard to Earlywood Drive) to HIS Constructors, Inc., the low bidder at $2,690,790.
City Engineer Matt McElroy read five bids received for the project and recommended HIS Constructors as the lowest responsive and responsible bidder. McElroy said staff conducted due diligence, obtained a missing Form 96 for a bidder, contacted other municipalities about contractor performance and noted the engineer’s estimate was higher than the low bid. McElroy said HIS’s lower bid is in part because the firm does not use union labor.
"Their bid is quite low compared to the engineer's estimate," McElroy said, and added that Crossroad will serve as the inspection firm for the project. He described a phased schedule: Phase 1 will start in July (constrained by fish spawning timing) and run to the end of the year; Phase 2 would begin the following spring and run through the summer months.
A motion to accept the bids and award the contract to HIS Constructors for $2,690,790 was made, seconded and approved by voice vote. The board recorded the award and instructed staff to proceed with contract execution and inspection planning.
