The Altoona City Council approved a boundary‑adjustment annexation moratorium agreement with the City of Mitchellville on April 15. Economic Development Director Chad Quick explained the agreement delineates a line along NE 96th Street from Interstate 80 south to NE 46th Avenue and states that Altoona will not annex Thomas Mitchell Park; the agreement term is 10 years.
The public hearing on the agreement drew no speakers and the council approved the annexation agreement by unanimous roll call (5-0). The agreement formalizes intergovernmental boundaries and limits annexation activity in the delineated area for the stated term.
