Summary
The Dubuque board approved three construction and equipment contracts for Irving and Sageville schools (funded with Pebble), awarded a Delzell retaining wall contract, and set a public hearing on approximately $30 million in school infrastructure bonds for a Roosevelt addition.
The Dubuque Community School District board on April 13 approved multiple capital projects funded primarily with Pebble (the district’s physical plant and equipment levy) and fixed a public hearing date for roughly $30 million in school infrastructure bonds to support a Roosevelt Middle School addition.
Buildings and grounds manager Mark Lang briefed the board on three Irving projects and the Sageville fuel‑tank replacement. For Irving Elementary, Lang said much of the roof is aging (some sections ~25 years, others original) and the project includes removing, cleaning and reinstalling stone coping caps; staff said work is expected to start June 8 and finish before school opens. Bids read by staff showed Jim Giese/Geezy Roofing and Geisler Brothers as bidders. The board ultimately voted to award the Irving roof contract to Jim Geezy Commercial Roofing of Dubuque; the bid-read amount earlier in the presentation was reported as $675,530, while the board-approved award amount recorded in the motion was $675,732.
Lang described the Irving playground replacement as complete removal of existing structures and installation of new equipment with rubber mulch, plus an ADA‑accessible poured‑in‑place surface. Three bids were received; buildings and grounds and the architect recommended Play Power LT Farmington (PlayPro Recreation) at $301,300, and the board approved that award. During discussion a board member asked whether the district had used that vendor before and whether references were provided; Lang said the district had not used the vendor previously and did not have reference information on hand (the architect may have references).
On the Sageville Elementary fuel tank replacement, Lang said the work will remove underground fuel‑oil tanks serving boilers and convert the building to LP gas with new burners, piping and above‑ground LP tanks. Bids reported were MMC Mechanical Contractors at $357,000 and Tricon Construction at $314,000; staff recommended and the board awarded the contract to Tricon General Construction Inc. for $314,000.
Separately, the board approved a $125,505 contract with Tricon General Construction for the Delzell South retaining wall repairs.
On new business, the board approved a resolution fixing the date for a public hearing on the proposed issuance of approximately $30,000,000 in school infrastructure sales/use tax revenue bonds to fund the Roosevelt addition; the roll‑call vote was recorded as unanimous.
What happens next: the awarded contractors will prepare for summer work windows; staff and the architect will follow up on vendor references for the playground vendor and the district will hold the bond public hearing as scheduled.
