Residents petition county for abatement at Rancho Paso mobile home park, cite sanitation and safety concerns

Residents of the Rancho Paso mobile home park in Paso Robles told the Board of Supervisors their neighborhood has been harmed for years by conditions at the neighboring property at 818 Golden Meadow Drive and asked county code enforcement to issue an abatement warrant.

Terry Moffmer (S14), speaking for six residents who came forward, said photographs document at least six occupied RVs on the property without sewer or electrical hookups, repeated trash burning, abandoned appliances and an ongoing rodent problem. "Photographs reveal at least 6 RVs parked on the property, each inhabited by multiple people, yet lacking sewer and electrical connections," Moffmer said, and urged county code enforcement to act under cited state and county health and safety codes.

Other residents described violent incidents and a recent SWAT response that prompted shelter‑in‑place orders. Crystal Moffmer (S28) and Tina Cadame (S29) said older residents are frightened, that residents paid out‑of‑pocket for fence repairs and security cameras, and that roughly 120–140 people signed the petition.

Supervisor Pashong (S11) invited the residents to meet with her after the hearing and said, "This is the first I've heard about it, but we'll be all over it." The board took no formal action during the meeting but directed staff and supervisors to follow up with the petitioners.

What residents cited (as stated in public comment): sanitation and electrical code violations; recreational vehicle regulations alleged to be violated; abandoned vehicles and appliances; trash accumulation and illegal burning; rodent infestation; multiple police responses including a SWAT incident.

Next steps: petition materials and photographs were submitted to staff; the board signaled it would meet with residents and asked county staff to investigate and report back.
