Village staff on Nov. 24 presented data and three options for a rental-registration ordinance and recommended an annual registry with exterior and common-area inspections while reserving interior inspections for tenant-initiated or complaint-driven cases.
Economic development coordinator Libby Popovic told trustees the village has an estimated 7,600 housing units, with roughly 500–700 buildings likely to be affected by a registry. Staff said its review of police and code-enforcement records found about 90 police-recorded tenant-dispute incidents from 2023–25 and roughly 1,000 code-enforcement/property-maintenance matters processed this year, with 315 referred to adjudication.
