El Segundo moves recreation scholarship applications online after increased demand

Staff updated the commission on a revised recreation scholarship program originally established in 2018. The program’s award rules were changed to $200 per individual, with a maximum of $600 per household per year under Los Angeles County low‑income guidelines, and the commission-approved changes went to council in February 2025, staff said.
Since the update, the department received 15 applications in the most recent year and accepted 13; there were 29 awardees in total (12 adults, 14 youth and 3 infants). Staff estimated first‑year funding needs at $6,000 and reported $5,800 awarded; utilization so far was just over $2,000. There were 62 transactions using the funds across recreation IDs, internal camps, contracted programs and swim lessons.
To increase access and reduce administrative burden, staff said they will launch an online application and tracking form and are exploring Rec Technologies’ scholarship features to streamline awarding and reporting. Staff said the online form should go live imminently and that they will expand outreach to seniors, home‑delivered meals recipients and local leagues to boost utilization.
Staff asked commissioners for ideas on additional outreach and received offers to distribute flyers through senior programs and other community groups.
