The Wayne County Board of Supervisors on June 24 adopted Resolution 25-25 to establish categories, eligibility rules and benefit limits for Wayne County Veterans Affairs assistance. Chair Chris Moore introduced the resolution, which the board approved by motion and unanimous vote.
Resolution 25-25 defines three categories of assistance: Emergency Relief, Relief for Poor Persons, and Relief of an Extended Nature. The text defines key terms ("needy person," "poor person," "family unit," "net worth," and "liquid assets"), sets a net-worth threshold for emergency relief eligibility (under $500 in some emergency circumstances) and ties financial eligibility for poor-person relief to not exceed 200% of the federal poverty level for the date of application.
The resolution sets benefit caps and rules: up to three food vouchers at $50 each (Hy‑Vee) when other food assistance is not available; rent/shelter assistance up to $200 (no deposits); utilities assistance up to $150 (verification of ineligibility for State/Federal funding required; no deposits); emergency medical, dental and prescription costs may be covered based on fair market value; and burial benefits up to $2,000 with specific coverage items listed (cremation only except for under-18 decedents). Veterans eligible for VA health care must use VA care first; applicants must apply for other federal or state programs prior to county assistance.
The resolution requires the Executive Director/Administrator to make an initial eligibility determination within three business days and to notify the applicant within two business days. Applicants may appeal an Executive Director/Administrator decision to the Wayne County Veterans Commission and then request a de novo hearing before the Board of Supervisors; further appeal is available to District Court under Iowa Administrative Procedures Act. The resolution repeals conflicting policies and is effective July 1, 2025.
