Wayne County awards $887,205 culvert contract for S40 and J46 work

At its June 24 meeting the Wayne County Board of Supervisors unanimously awarded Subsurface, Inc. a $887,205 contract for pipe culverts on S40 and J46 and designated the County Engineer to execute contract documents after receipt of bond and insurance.
The Wayne County Board of Supervisors on June 24 accepted the low bid from Subsurface, Inc. and awarded a contract of $887,205 for Project FM-093(103)--55-93, defined as pipe culverts at various locations on S40 (from Highway 2 south to Missouri) and on J46 (from S40 east to the WCL of Seymour). Chair Chris Moore introduced the resolution and Lance Lange moved to approve; Todd Wilson seconded and the motion passed unanimously.
County Engineer Dillon Davenport told the board crews are completing erosion repairs on S40 to prepare for the culvert lining work and that the preliminary plans for the S60 overlay are nearly complete and scheduled to let in December 2025. Davenport also reported routine maintenance updates: two roadside mowers are operating, Durapatcher is expected in two–three weeks, and the county is pursuing washed chips. He said LTAP and the Iowa Department of Transportation will complete a road safety audit at the intersection of 140th Street and Idaho Road after the intersection was flagged for a high crash rate.
The resolution designates the County Engineer to execute the construction contracts on behalf of the board after the necessary contract documents, including the contractor’s bond and certificate of insurance, are received. The project will proceed through the Iowa DOT letting process; no construction start date was announced.
