Rockcastle Fiscal Court approves equipment purchases, budget transfers and payroll direct deposit option

The Rockcastle County Fiscal Court approved a series of routine but fiscally significant items during special called meetings on Nov. 10 and Nov. 20, 2025, including road-equipment purchases, budget transfers, and a move to offer county payroll by direct deposit.
Among equipment approvals, the court authorized purchases from Duke's A&W Enterprises LLC for a 4-cubic-yard PIZO 40000 salt bed ($9,636.00) and an EX85 8.5-ft unit with LED lights ($6,574.00). Magistrate Denny moved to purchase a 1976 dump-truck bed from Mike Clark for $1,300.00, and the court noted completion of a drop-in engine repair from Herren Industrial costing $19,850.69, $2,365.76 under anticipated cost.
Financial actions included approval of a sheriff's fee audit claim for $10,265.34; acceptance of the monthly financial statement and claims; and multiple transfers: $30,000 from the Occupational Tax Fund to the General Fund, $30,000 interfund transfer from the General Fund to the Jail Fund, a $2,000 interfund correction from the 911 Fund to the General Fund (Spay/Neuter Grant misdirected), and a $27,496.44 transfer from Federal Funds to the Road Fund (FEMA project DR4860 Payment #2). On Nov. 20 the court also approved a $50,000 cash transfer from the Occupational Tax Fund to the General Fund and a corresponding $50,000 interfund transfer from the General Fund to the Jail Fund.
Other approvals included an updated financial-disclosure form, formation of an Equipment Committee (appointing Doug Prewitt, Michael McGuire and Shane Thacker), approval of a Rockcastle County Library 20x50 room addition, a $500 donation to Cumberland River Behavioral Health, and acceptance of the County Clerk audit invoice for $7,772.38.
Magistrates recorded unanimous votes ("all voting aye") on the motions summarized above. The court also reviewed informational items including BEAD awardee maps, core drilling needed for FEMA projects DR4860 and DR4864, proposed commercial solar ordinance examples from neighboring counties, and a KACo presentation on the rising fiscal burden of county jail expenses.
