Fiscal Court approves opioid-funded school counselor, EOC equipment payment, FEMA core-drilling bid and GIS training

The Rockcastle County Fiscal Court on Dec. 9 approved a package to fund a school-based prevention counselor using opioid settlement funds, including the job description, budget and a memorandum of understanding. The motion was made by Magistrate McGuire and seconded by Magistrate Thacker and carried with all voting aye.
During the same session the court approved a pre-payment invoice of $29,075 for a Trane coil at the county Emergency Operations Center, also by unanimous vote. Judge Howell Holbrook Jr. reported that the county attorney is working with the City of Livingston to complete requirements requested by the Kentucky Infrastructure Authority on a separate water matter; that item was informational only.
At a Dec. 30 special called meeting, the court approved an agreement with Rockcastle Regional Hospital for medical services and approved Amendment #7 to the Entrust, LLC dba 90 Degrees Benefits administrative services agreement reflecting a name change. The court also authorized issuing a core-drilling bid packet after FEMA indicated core drilling at slide sites will exceed the $40,000 bid threshold; FEMA will re-evaluate slide sites as part of the process. Magistrate Thacker moved and Magistrate Adams seconded approval for James Whisenhunt to travel to Rockcastle to train Jimmy Clark on GIS for 2–3 months to support 911 data and addressing work; that motion passed unanimously.
Other operational items approved across the two meetings included a 10 mph speed limit designation for Teresa Lane, reappointment of the Livingston Gym caretaker Jason Medley, and approval of a 1991 K84 Ford item for Pongo Fire Department. The special called meeting also authorized a $50,000 cash transfer from the Occupational Tax Fund to the General Fund and an interfund transfer of $50,000 from the General Fund to the Jail Fund.
