Rockcastle County Fiscal Court adopts 2026 budgets, sets sheriff and clerk salary caps and authorizes major transfers

Howell Holbrook Jr., County Judge Executive, presided as the Rockcastle County Fiscal Court approved several budgets and fund transfers at its Dec. 9 regular meeting. The court adopted the County Clerk's 2026 budget and set the County Clerk's maximum salary for calendar year 2026 at $271,000 after motions by Magistrate Thacker and Magistrate McGuire. The court also approved an amended 2025 sheriff budget and the sheriff's 2026 budget, and set the County Sheriff maximum salary for 2026 at $525,000 following motions by Magistrates McGuire and Thacker.
The court approved routine financial items and transfers: a $25,000 program support payment to RCIDA, approval of monthly treasurer reports and claims, and a cash transfer of $125,000 from the Occupational Tax Fund to the General Fund. Interfund transfers included $100,000 from the General Fund to the Jail Fund and $25,000 from the General Fund to the CSEPP Fund. Those motions were made and seconded by various magistrates and carried with all members present voting aye.
Magistrates also approved budget transfers and other standard fiscal actions presented by Fiscal Court Clerk/Treasurer Kelly Ponder. The court’s approvals were unanimous on recorded motions in the Dec. 9 session. The meeting adjourned after the court completed the listed financial business.
