Albert Lea approves CMAR selection for wastewater plant improvements

The Albert Lea City Council voted Nov. 24 to authorize the city manager to negotiate and sign an agreement with Rice Lake Construction Group to provide construction manager at-risk (CMAR) services for the wastewater treatment plant improvements (job 25-18).
City staff said five firms submitted proposals, three were shortlisted and Rice Lake Construction Group was recommended based on scoring, interview performance and relevant experience. Staff listed a total cost of $19,300 for the recommended contract as part of the presentation.
Staff said the CMAR role will help evaluate cost, constructability, scheduling and sequencing to make efficient use of available funds. Councilor Baker moved approval and Councilor Anderson seconded; the motion carried by voice vote.
The authorization directs staff to work with the city’s consulting engineer to prepare contracts and gives the city manager authority to execute an agreement once terms are finalized.
