Bay School Board approves facility upgrades, personnel action and compensation policies

The Bay School Board met Jan. 27, 2026, and unanimously approved a series of facilities purchases, personnel actions and policy updates during a meeting that ran from 3:39 PM to 4:12 PM.
The board voted 5-0 to approve the purchase and installation of an IP camera system and DSX locks and access controls for Hiland Park Elementary, and to authorize professional cabling at Mosley High School. Lee Walters, who spoke on facilities items, said the Rosenwald High School addition is LCI funded and that the Mosley cabling would be paid from the Half Cent Sales Tax. Board member Christopher Moore asked for clarification on what the cabling would include; Chester and Register questioned cost and location for the Rosenwald addition during that discussion.
The board also approved architectural and engineering fees for a new six-classroom addition at Rosenwald High School and approved a recommendation to suspend an employee without pay; the personnel motion recorded comments by a staff member identified in the minutes as Josh. In a public hearing, the board approved job descriptions for Associate Accountant (Tom P. Haney referenced in the agenda) and adopted policy updates: 1410 (Administrative Salary), 3410 (Instructional Compensation) and 4410 (Support Staff Compensation). An award recommendation related to RFP 26-05 (E-Rate CAT 1 WAN connection) was removed from the agenda.
Several routine recognitions and presentations were also held: a Mentoring Month proclamation presented by Steve Moss with Stacey Legg of Elevate Bay and Aimee Bright of the Bay Education Foundation; Optimist Club of the Beaches monthly awards presented by Crystal Bullock; STEM Student of the Month (Mark Bradshaw); graduation recognition (Dawn Capes); and a Kids Tag Art Program check presentation (Aimee Bright). A public comment was recorded for T. Moyer; the available transcript segments do not capture the text of that comment. The board was provided a confidential School Safety Specialist quarterly report in advance of the meeting.
Votes recorded in the minutes show all formal motions passed unanimously with the five members present — Mr. Winston Chester, Ms. Ann Leonard, Mr. Christopher Moore, Mr. Jerry Register and Mr. Steve Moss. The meeting adjourned at 4:12 PM.
