Nassau County School Board approves instructional manual, graduation regalia, admin-rule advertisement and Baptist Health affiliation

On Jan. 28 the Nassau County School Board approved the 2025–26 instructional materials manual, added graduation regalia to the pupil progression plan, authorized advertisement of revisions to Administrative Rule 5.12 (out-of-zone transfers), and approved a school affiliation agreement with Baptist Health Systems.
The Nassau County School Board on Jan. 28 approved a slate of routine items, including the 2025–26 instructional materials manual, revisions to the pupil progression plan to allow graduation regalia, the advertisement of proposed changes to Administrative Rule 5.12 (student out-of-zone transfer/choice), and a school affiliation agreement with Baptist Health Systems to support CNA participation.
Superintendent Doctor Burns recommended approval of the instructional materials manual and the other items during the business portion of the meeting. “Recommend approval of the 25–26 instructional materials manual,” Burns said before the board moved and seconded the recommendation; the board approved the manual by voice vote.
The board also approved revisions to the pupil progression plan to add graduation regalia after a motion and a second. For the administrative rule, Burns asked the board to approve advertisement of proposed changes to Administrative Rule 5.12 (student out-of-zone transfer/choice) so the district can solicit public comment on the revisions; the motion to advertise the rule passed by voice vote.
On a separate action, the board approved a school affiliation agreement between the Nassau County School District and Baptist Health Systems, Inc., described by Burns as supporting CNA participation (action item 4). The board approved that agreement by voice vote.
Board members approved the consent agenda earlier in the meeting, which included a Hilliard Elementary safety patrol field trip and an out-of-state travel request for Yulee High School physical education teachers; the consent agenda passed by voice vote.
The board did not take additional policy actions at the meeting; members noted upcoming intergovernmental meetings and scheduled follow-up workshops on capital projects and fee studies.
