Village reports: WillowFest hit by weather, Gilmore Building swap eyed and parks grant sought

A village administrator updated the board on recent operations and capital planning. The administrator said staff "received $1,328 in tips" from WillowFest and outlined a proposed allocation: two small checks of roughly $332 and $332 to a local club and another $300 to a veterans commission and parks and recreation partners, subject to board approval of warrants.
On the Gilmore Building, the administrator said talks about a potential property swap "have gone well" and that the village is aiming to schedule a public hearing before the September board meeting and, depending on that outcome, take action in September to execute a transfer.
Staff also said the 2026 annual budget process will begin soon, with department heads asked to identify capital needs and to try to balance service levels without raising taxes. Parks & Recreation has requested outdoor exercise equipment; staff said they have been working on a grant application to help fund the project and expect to include village matching funds in the 2026 budget to execute the work.
The board heard additional operational updates: a scheduled food pantry on Aug. 19 at the community center (3:30–5:30 p.m.), completion of a school improvement project, and completion of a green infrastructure town study. No binding decisions on these items were made at the meeting; the administrator and department heads were directed to continue planning and to return with paperwork and budget details as needed.
