Banner Associates representatives Waylon Blasius and Noah Zacher presented bids opened April 6 for two highway projects. For County Road 309 stabilization the engineer’s estimate was $146,063; responsive bids ranged from $61,694 (Bowes Construction Inc.) to $87,167.50 (DeBoer Construction Inc.), and the commission awarded the stabilization contract to Bowes Construction for $61,694 (motion by Fieber; unanimous).
For County Road 313 paving Banner presented an engineer’s estimate of $1,160,520. Responsive bids included Bowes Construction’s low bid of $981,013.60; the commission awarded the paving contract to Bowes Construction for $981,013.60 (motion by Mewherter; unanimous).
Why it matters: the CR 313 paving award is a major capital project with a contract value approaching $1 million and will proceed under county contract terms. The low bids accepted were substantially below the engineer estimates in both projects.
Next steps: contract administration will proceed through the highway department and Banner Associates; temporary easements for bridge work related to CR 313 were also approved at the April 7 meeting.
