Council directs planner to draft bridge-fishing ban and clarify motorized-vehicle rules on trails

Following safety concerns and photographic evidence of frequent fishing and motorized bikes on the Wellsville Dam pedestrian bridge, the council asked the city planner to draft ordinance language banning fishing from bridges and to review motorized-vehicle rules for sidewalks and trails.
Council member Carl presented photos showing frequent fishing, coolers, and motorized small bikes on the pedestrian bridge at the Wellsville Dam and argued the activity posed safety and liability concerns, including rusted or loosened bolts and trash left on the structure.
"There was a family that came along there. The dad and the son were both riding motorized mini bikes, and there was a woman pushing a double stroller ... it was come down to a complete stop, and discussions were being had about who had the right of way," a council member said while showing photos. Council members also reported children tugging bolts and verbalized concern that loose boards could be a hazard.
Planner staff and the substitute planner said a posted "no fishing" sign alone is not enforceable without a corresponding ordinance. Council voted to task the planner with drafting a code provision prohibiting fishing from bridges and to review sidewalk/trail ordinances to clarify the status of motorized vehicles (including electric bikes without pedals). The planner will return with draft language for council review.
