Lucas approves Osage Lane sewer lift station contract and budgeted reserves

The Lucas City Council approved funding and contracts on Nov. 6 to complete the Osage Lane Sewer Lift Station project, including awarding the construction contract to Triad Services Group LLC and appropriating reserves.
CIP Manager Patrick Hubbard told council the project addresses sewer needs for commercial development near South View Drive and Parker Road. The city followed competitive bidding; the low bid was $828,760, slightly under the engineer’s estimate. Council approved appropriating $702,985 from unrestricted water fund reserves, encumbering a 10% contingency ($82,876), and negotiating a reimbursement agreement with the adjacent developer (Malouf Interest Inc) for $109,150 to cover a higher-grade fence the developer agreed to pay.
Hubbard said the project is a 90-day construction contract after notice to proceed and staff expects completion by March–May 2026 to meet the developer’s timeline. Council moved and approved the package by voice vote.
The authorization allows staff to proceed with contract execution and the city manager to finalize the reimbursement agreement with the developer.
