Wellsville pauses action on South Cache Valley recreation district while county study proceeds

City staff provided figures April 15 showing 211 protests against the proposed South Cache Valley recreation special service district out of 2,722 registered voters (about 7.75%), and 76 protesting tax IDs; staff concluded protests did not meet the threshold to stop formation.
Scott told the council the next key steps include preparing a boundary description for the lieutenant governor’s office (staff cited an estimated cost of about $17,000 to file the boundary description) and coordinating with Cache County, which may place a countywide bond/rec-center question on the ballot that could alter the city’s need to act.
"We had 211 protests ... So that's 7.75% against the rec center as far as registered voters," Scott said, and he recommended the council consider whether Cache County's planned ballot approach might render a city resolution unnecessary. Several council members said they preferred to "pause" and gather more information from the county and the steering committee before committing the city to a boundary filing or resolution.
Council made a motion to continue the discussion and await additional information from Cache County; the motion passed. Members said the pause would allow more time for neighboring cities to decide whether to participate and for the county to clarify the number and siting of potential rec centers.
