"This is the, anti labor movement bill that's going to affect the the unions," RJ Dakota told the Hardee County School Board during public comment. Dakota said the bill would take effect on July 1, 2026 once signed by the governor and described provisions he said would impose a 60% membership threshold for PERC recognition and change mail-ballot rules so that an unreturned ballot counts as a 'no.'
Dakota said the measure, which he attributed to the Freedom Foundation and to outside authors, would affect public-sector unions including teachers, sanitation workers, linemen and others. He also said the bill excludes first responders such as EMTs, firefighters and police but asserted nurses and doctors are not considered first responders under the language he described.
Board chair thanked Dakota for the information and said he had listened to Dakota's earlier remarks; another board member urged trustees to monitor Florida School Board Association updates and emails from Chris Doolin for legislative summaries. The board did not take action on the matter during the meeting.
