Lucas council votes to annex Brockdale Park boat ramp into city limits

The Lucas City Council voted Nov. 6 to approve an ordinance for the voluntary annexation of about 169.422 acres commonly described as the Brockdale Park boat ramp.
Development Services Director Joe Hilburn told council the annexation is voluntary, that a service plan had been submitted by the U.S. Army Corps of Engineers and notices were provided to the affected school district and other public entities. Hilburn said the property is federal land and the city does not expect to receive tax revenue from it immediately; annexation preserves the city’s ability to help maintain or manage the area in the future.
Council members asked clarifying questions about whether the raptor center and boat ramp would be affected and whether annexation would prevent closures; Hilburn said annexation alone would not prevent closures but could make it easier for the city to assist with maintenance if arrangements change.
Council member Tim Johnson moved to approve ordinance R2025-11-01036 for the voluntary annexation; the motion was seconded and carried. Council directed staff to return with the ordinance language and next procedural steps.
The annexation formalizes city boundaries around the park area and preserves municipal authority to engage on maintenance or management if circumstances or ownership change.
