Council discussion centered on traffic safety near the proposed display area and whether the display would generate taxable business activity that benefits Wellsville. One council member said the configuration could encourage drivers to stop on the shoulder to look at the sheds and called that a "big concern" for public safety.
"Even though there's parking on the far side of that lot, I'm still afraid of people pulling over on the shoulder for a quick peek," a council member said, citing safety and local-business impacts, and noting potential sign-ordinance conflicts for display-only units.
After public discussion and council comments, a motion to deny the license carried. Council did not record a roll-call tally in the transcript; the mayor concluded the vote and encouraged the applicant to return after consulting about sign compliance and parking.
The denial leaves open the chance for the applicant to revise site plans, discuss sign options, and return for a future hearing. The council suggested the applicant consult planning and zoning to ensure compliance before reapplying.
