The Spotsylvania County School Board voted unanimously Aug. 25 to approve the use of a cooperative contract with Tutor By Teachers to provide high‑intensity, small‑group virtual tutoring for elementary and middle school students.
Board members approved the motion after staff described the cooperative contract — competitively solicited and secured by the Nashville school system and made available for cooperative procurement across Virginia — and explained how the vendor’s model aligns with the state’s All In literacy initiatives. "This contract was competitively solicited and secured by the City of Nashville Public School System," said Mr. Traynor, explaining why the division used a cooperative purchasing vehicle. "It is available for use for cooperative purposes for the state of Virginia."
Superintendent and instructional staff said Tutor By Teachers will supply certified instructors for small groups (up to three students) and that the program supplements, not replaces, classroom instruction. "Their model does align very closely to the Virginia All In for high intensity tutoring," said Dr. Maria Lewis, the division’s school‑performance lead. She said the division piloted online tutoring last year in a high school biology course and found positive feedback and encouraging data.
Staff outlined budget details: this is the third and final year of All In funding for the division. The division expects to spend about $3.8 million total on All In activities this year; roughly $800,000 of that amount will be used to contract with Tutor By Teachers. Lead tutors will receive a $1,500 stipend; tutors will be paid between $20 and $50 an hour depending on certification. Officials said these are hourly or stipend positions and will not create new full‑time equivalent (FTE) positions in the division.
Board members pressed staff on program monitoring and data. Dr. Lewis said the division will use pre/post assessments, compare results to Standards of Learning (SOL) performance and hold midpoint and year‑end check‑ins with lead tutors and principals to assess program effectiveness.
The motion to approve use of the cooperative contract passed 6–0.
