At the Dec. 16 meeting, Ector County Independent School District trustees authorized several purchase agreements and approved Budget Amendment No. 4, which adjusts the general fund and adds $950,000 in requested spending.
Finance staff presented four recommended purchase authorizations: a property and casualty insurance renewal through Arthur J. Gallagher with an estimated premium of $3,141,993; a stop-loss/aggregate medical premium renewal with Nationwide Insurance Company for $1,722,000; a facility condition and educational adequacy assessment and long-range capital planning contract with Park Hill/Smith & Cooper for approximately $1,000,000; and a contract with Alliance Bridal Group for approximately $100,000 to support the district’s J-1 visa recruitment for international teachers.
Finance staff told the board there had been only minor movement in the 25–26 budget columns and that purchase orders are increasing as projects move from planning into execution. On the facility assessment, staff said earlier October estimates had been based on outdated information and inflation; a bid-winning proposal led staff to ask for an additional roughly $650,000 to fund the full scope. Finance staff also requested $300,000 to cover four police officers previously paid by an expired grant; those positions will now be funded from the general fund.
Trustees discussed the previous low estimate for the facility assessment and asked what steps would be taken to improve future estimates. Finance staff said the RFQ process produced the bids and that the district will negotiate the scope and terms during contracting.
The board moved, seconded and voted to approve the purchase authorizations and Budget Amendment No. 4. The transcript records one abstention during the budget vote; the board otherwise approved the measures and the finance staff will proceed with contract negotiations and implementing the budget amendments.
