Shiawassee County names health department to lead Materials Management Plan and appoints planning committee

On May 15, 2024 the Shiawassee County Board of Commissioners voted to accept responsibility as the County Approval Agency (CAA) to prepare a county Materials Management Plan (MMP) under the amended Solid Waste provisions (Part 115) of PA 451. The board authorized the Shiawassee County Health Department (SCHD) to serve as the Designated Planning Agency (DPA) and to file a Notice of Intent (NOI) with the Department of Environment, Great Lakes, and Energy (EGLE) by the July 6, 2024 deadline described in the resolution.
The resolution outlines statutory timing: after the NOI is filed the CAA has 120 days to appoint a DPA and 180 days to identify and appoint a permanent Materials Management Planning Committee (MMPC). The board specifically authorized SCHD to consult with adjacent counties on multicounty planning considerations and directed the board chair to sign documents after County Attorney approval as to form.
The board then approved appointments to the MMPC, naming Commissioner Tom Emery and a slate of local stakeholders and officials: Cody Baker, Dennis Braid, Ric Crawford, Terry McLeod, John Gall, Chris Klawuhn, Dan Sergent, Christina Ardelean, Jerry Haber, and Bryan Marks. The motion to appoint the committee carried 7-0.
Staff were directed (through the authorization given to SCHD) to proceed with the required communications and publications related to filing the NOI with EGLE. The resolution and appointments set the administrative path for Shiawassee County to develop its MMP in compliance with state deadlines.
