Tammy Micklus described a personal medical emergency involving her adult daughter and said she lost her building substitute assignment after exceeding the division's absence limit for noncontracted substitutes. "Building substitutes do just as much, if not more, than paraprofessionals," she told the board, and she asked officials to "consider the human cost of these policies."
Logan Young, who identified himself as a permanent building substitute, asked the board to consider models used by other Virginia divisions and requested the division study a move to a 10‑month contracted role for permanent substitutes. He said contracting the position would improve retention, reduce last‑minute staffing disruptions, and provide greater continuity for students.
Board members acknowledged the request. Superintendent Clint Mitchell said the presentation on this topic exists in district records and staff can bring it back for the board's review. The chair confirmed staff would provide the information to the new board for consideration.
