School division outlines new state accountability results; 13 schools conditionally accredited

Chief Academic Officer Doctor Deborah Frazier and Supervisor Susan Thrift presented the division's accreditation and accountability standings under Virginia's new School Performance and Support Framework (SPSF).
Presenters explained accreditation is now a compliance process (responses to a 124-question self-review) and accountability is measured through multiple components including mastery (state SOL results) and readiness (chronic absenteeism, advanced coursework, graduation and postsecondary indicators). Staff reported that 13 Spotsylvania schools answered "no" on at least one standard in the self-review and are therefore conditionally accredited; corrective actions and adjusted data collection are underway with the aim of achieving full accreditation next year.
Susan Thrift described how the SPSF also flags federally identified Targeted Support and Improvement (TSI) schools when a student subgroup underperforms relative to Comprehensive Support and Improvement (CSI) thresholds. She said six of the division's TSI designations are tied to students with disabilities; the division has begun monthly impact checks, classroom walkthroughs and alignment of evidence-based instructional strategies to support improvement.
Board members asked for ongoing tracking and transparency, including a calendar for impact checks and an explanation of the 80/20 counselor-time metric that affected conditional accreditation responses. Staff said they will adjust data collection methods, pursue available state data trackers, apply for school improvement grants where appropriate and share impact-check schedules with board members.
The presentation included examples of local highlights: Spotsylvania High School received a "distinguished" rating and multiple schools were recognized for mastery and growth metrics within Region 3.
