Veteran educator asks Spotsylvania board to revisit sick‑leave retirement payout

McDonald said many veteran employees reported using more sick days as retirement approaches and that the policy’s $30‑per‑day retirement payout feels inequitable when substitutes can be paid $92 for a para and $138 for a teacher.
"How can I not feel insulted that the division would rather pay a sub four times the rate than what they would pay me when I retire for these extra days?" McDonald asked the board, and asked Human Resources to examine whether the issue is widespread and, if so, to recommend a reasonable formula that recognizes veteran service without being cost‑prohibitive.
The chair interrupted to note the speaker’s time had expired; no immediate board action or vote was recorded in response. Board members later moved through the meeting agenda and said they would follow up on requests for additional information submitted during public comment.
McDonald’s remarks drew on policy language and local substitute pay rates he cited; he asked the board to consider whether the current retirement payout is justified and to request HR to report back.
